PNG Resource Governance Hub
The Papua New Guinea Resource Governance Hub is an online platform that supports PNG’s resource governance efforts by enhancing knowledge management and learning at both the national and subnational levels.
The Hub hosts the PNG Resource Governance Library, an online public library of resources for extractive sector governance in PNG. The aim of the library is to improve the accessibility of knowledge on good governance in PNG’s extractive sector for landowners, impacted communities, and the general public – including educators, researchers and students. The library also provides government, civil society, and industry stakeholders who are leading governance efforts with access to lessons learned from the past to strengthen policy and practice in the future.
The PNG Resource Governance Hub also showcases the findings of the Baseline Assessment of Resource Governance and Development Impacts, an initiative under the Australia–PNG Economic Partnership (APEP) Sustainable Governance of Natural Resource Wealth Pillar.
The design of the PNG Resource Governance Hub was informed by a consultation process with sector stakeholders. Key consultations were conducted with representatives from government, industry, civil society and development partners. The intention is for a PNG institution to be the custodian of the Hub, subject to further consultation with sector stakeholders.
The PNG Resource Governance Hub is funded by the Papua New Guinea–Australia Partnership through APEP. The Hub’s design and development was a collaborative effort between Square Circle Global Development and Young Innovations.
Baseline Assessment
The Baseline Assessment of Resource Governance and Development Impacts (“the Baseline”) was carried out as part of the Australia–PNG Economic Partnership (APEP) Sustainable Governance of Natural Resource Wealth Pillar.
The aim of the Baseline was to understand the experience of resource governance and development impacts in PNG’s extractive provinces, including the priorities of local stakeholders for resource governance.
For the extractive sector, empirical data collected through the Baseline can support policy and practice reforms that lead to more sustainable and inclusive development impacts. The data also allows the sector to compare the “current state” with “future states” to determine the impacts of upcoming projects, initiatives and policies.
The Baseline included four assessment instruments and was conducted in four provinces: New Ireland, Morobe, Gulf and Western Province. The instruments were the Resource Governance Instrument (RGI), the local capacity assessment, the disability assessment and digital storytelling. Findings from the Baseline are published in the Perceptions of Resource Governance and Development Impacts in Papua New Guinea report (2024).
A series of short impact documentaries have been produced to accompany the report. These documentaries capture rich qualitative data on resource governance and development impacts. Stakeholders were interviewed and their stories were captured. The documentaries include Perceptions of Resource Governance and Development Impacts in PNG, Sustainable Governance of Natural Resource Wealth Project Highlights, GDSI Perspectives on Resource Governance in PNG, and Sustainable Resource Governance in PNG: The Baseline Story.
APEP
APEP is a multi-sectoral partnership between the governments of Australia and PNG to help PNG create a resilient and diversified economy capable of lifting the standard of living for all Papua New Guineans. Managed by Abt Global, APEP supports work to safeguard PNG’s macroeconomic stability, strengthen public financial management, improve the business enabling environment, heighten market inclusiveness and efficiency, support greater opportunity for smallholder farmers and agribusinesses, facilitate greater community participation in resource projects and contribute to high quality economic research.
The Government of PNG and the Government of Australia jointly decide the support and activities to be delivered through APEP. APEP support is aligned with PNG’s economic systems and policies.
One of APEP’s priority areas is the sustainable governance of PNG’s natural resource wealth, supporting multi-stakeholder partnerships to strengthen resource governance, promote sustainable and inclusive development outcomes, and improve the investment climate in PNG’s resource sector.
